This inspection was led by President Liu Zhizhong and jointly organized by Wang Li, the general manager of Yongfeng Technology, and other enterprise representatives to form a professional team. It lasted for several days, with a tight and efficient schedule, covering diplomatic institutions, Chinese-funded enterprises, educational and research institutions, as well as the cultural field, and achieved a series of substantive results.

The first stop of the inspection was a special visit to the Consulate General of the People's Republic of China in Tijuana, Mexico, where they were warmly received by Consul General Li Kehai. The two sides engaged in in-depth exchanges on key issues such as the investment environment, industrial policies, tax incentives, labor regulations and safety risk prevention and control in the northern border area of Mexico. Consul General Li Kehai systematically introduced the current situation and development trends of bilateral trade between China and Mexico, emphasizing that Chinese-funded enterprises in Mexico currently face both opportunities and challenges. He encouraged Chinese enterprises to operate in accordance with laws and regulations, make good use of the consular protection mechanism, and stated that the Consulate General will continue to provide policy consultation, legal aid and emergency support services for overseas Chinese enterprises. This high-level dialogue not only enhanced the member enterprises' understanding of the business environment in Mexico, but also established a regular communication mechanism between the chamber of commerce and diplomatic institutions, providing a solid official guarantee for enterprises to "go global with peace of mind and settle down steadily".

Second, visit leading Chinese-funded enterprises to draw on "practical experience" in localized operations

To obtain first-hand market information, the inspection team visited several leading Chinese-funded enterprises that have been deeply rooted in Mexico for many years in person, including:

Beston Group - A manufacturing and export platform for automotive parts

Hisense - Localization production and channel construction of home appliance brands

Meiyingsen Group - Provider of green Packaging solutions

BOE SMT Factory - A high-end electronic manufacturing service base

TPV Technology - Global Supply Chain Hub for Displays

Through on-site visits and discussions, the inspection team gained a thorough understanding of the mature practices of various enterprises in areas such as site selection strategies in Mexico, supply chain integration, human resource management, government relations maintenance, and cross-cultural team building. Especially in dealing with the reform of Mexican labor laws, the USMCA (United States-Mexico-Canada Agreement) rules of origin, and green and low-carbon certification, valuable experience has been accumulated. The practical cases of these "pioneers" provide highly valuable reference templates for Anhui enterprises that plan to enter Latin America in the future, effectively reducing the cost of trial and error and enhancing their international operation capabilities.

Third, build a two-way service platform and open up dual circulation channels for "going global and entering Anhui"

Focusing on "precise empowerment and closed-loop services", efforts are being made to establish a full-process support system from demand sorting to project implementation. Give full play to the role of the bridge and achieve three major breakthroughs:

1.Establish a dual-location office linkage mechanism: The Mexico City office and the Hefei office achieve real-time information exchange, forming an efficient response chain of "front-end research - middle platform matching - back-end implementation".

2.Initiate a series of business matching actions: Based on the technological advantages and market demands of member enterprises, more than ten potential cooperation intentions in fields such as equipment manufacturing, new energy materials, and smart agriculture have been initially facilitated.

3.Sign strategic agreements to deepen cooperation: Reach a strategic cooperation framework agreement with Ankai Automobile, a key state-owned enterprise in the province, to explore the export of new energy buses, the joint construction of after-sales networks, and the implementation path of the KD assembly model.

In the future, the chamber of commerce will further develop a new model of "cluster-based overseas expansion", guiding Anhui enterprises to enter the Latin American market in a clustered and industrial chain collaborative manner, thereby enhancing their overall competitiveness and risk resistance capacity.

Four.Expand cooperation in humanities, Science and education, and Cultivate a "New Ecosystem" for China-Mexico Exchanges

In addition to the main economic and trade lines, the delegation attaches great importance to people-to-people diplomacy and the construction of soft power, and actively promotes diverse interactions in the fields of culture, education and science and technology. During their stay in Tijuana, the delegation held a special discussion with Professor Bogart Yail Marquez and his team from the Tijuana campus of the National Institute of Technology of Mexico (TecNM), exchanging views on topics such as intelligent manufacturing, vocational education, and industry-education integration. Professor Marquez and his wife readily accepted the invitation and were officially appointed as senior advisors to the Anhui Chamber of Commerce in Mexico.

At the same time, we discussed the dissemination paths of Chinese culture with Ms. Ada, a media scholar from the Autonomous University of California (UABC), and reached a preliminary consensus on bringing traditional Chinese martial arts, traditional Chinese health preservation, and intangible cultural heritage skills into Mexican campuses.

More importantly, the two sides have achieved significant results regarding the joint training program for young exchange students between China and Mexico:

Establish a special working group to promote the project design;

Formulate an integrated plan covering language training, professional internships and cultural exchanges;

The first batch of student selection is planned to be launched in the first quarter of 2025, with an expected scale of 30 to 50 people.

This move marks a solid step forward for the chamber of commerce in its transformation and upgrading from a single economic and trade organization to a comprehensive international cooperation platform integrating "economy + culture + talent".

Set sail in the blue ocean and jointly paint a new chapter of China-Mexico cooperation

This business investigation is not only a journey to expand the market, but also an exploration of strategic upgrading and ecological reconstruction. The Anhui Chamber of Commerce in Mexico is moving from "liaison and friendship" to "resource integration", and from "information transmission" to "value creation".
